Permits, Reston Association and Condo Rules for Your Bathroom

Reston is an unincorporated community in Fairfax County, so permits for a Reston bathroom remodel come from the county. Reston also has layers of associations. Here is how each piece fits, with links to the official sources.

Fairfax County handles permits

Fairfax County Land Development Services issues building and trade permits for Reston. Its page "Does My Project Require a Permit?" lists bathroom remodels among interior alterations that need permits. It also says direct replacement of electrical, plumbing and mechanical work with no change in location, like for like, does not need a permit, and lists bathroom countertops, vanities and replacement of tile as work that does not need one.

What that means in practice

  • Replacing a vanity and countertop in the same spot: usually no permit.
  • Retiling a floor or shower wall: usually no permit on its own.
  • Moving a drain, adding a sink or relocating a shower: plumbing permit work.
  • New circuits, new lighting runs or a new exhaust fan: electrical or mechanical permit work.
  • Moving walls or framing changes: a building permit for alterations.

Fairfax County's residential addition/alteration page explains that applications go through the county's PLUS portal and that electrical, plumbing and mechanical permits can be linked to the main building permit. Condos are different

The same county page notes that residential alteration permits do not cover apartment buildings and condos, because the building code considers them commercial, so they need commercial building permits. If you own a Reston condo, plan for that path, and expect your condo association to have its own approval process as well.

Reston Association and exterior changes

Reston Association's Design Review Board decides on exterior improvements to covenanted properties, and most exterior alterations need approval from the DRB or Covenants staff before work begins. A bathroom remodel is mostly interior, but a new exhaust vent cap, a changed window or a skylight is an exterior change. If you are in a cluster, your cluster association may have its own standards too.

Condo and cluster association rules

Associations commonly set rules for contractors: work hours, elevator use, insurance certificates, parking and debris removal. Those rules vary by building, so check with your association or management company before scheduling. We will provide what they ask for.
