Fairfax County Permits for a Reston Bathroom Remodel

Reston has no town government, so every permit for a Reston bathroom comes from Fairfax County Land Development Services. The county publishes clear guidance on what needs a permit. This guide translates it into bathroom terms.

The short version

Fairfax County's "Does My Project Require a Permit?" page lists bathroom remodels among interior alterations that need permits. The same page says direct replacement of electrical, plumbing and mechanical work, with no change in location and like for like, does not need a permit. It lists bathroom countertops and vanities and replacement of tile as work that does not need a permit.

Usually no permit

  • Swapping a vanity and countertop in the same location, with the sink connected where it was.
  • Replacing a toilet or faucet with a new one in the same spot.
  • Retiling a floor or walls without other changes.
  • Replacing a light fixture or fan with a like-for-like unit in the same location.

Usually needs permits

  • Moving a toilet, shower, tub or sink drain, or adding a second sink.
  • Adding circuits, outlets or new lighting runs.
  • Installing a new exhaust fan where there was none, or rerouting a duct.
  • Moving or removing walls, or other framing changes.
  • A full remodel that combines several of the above.

The line between replacement and alteration is where people get caught. A tub-to-shower conversion that moves the valve and drain is not a like-for-like replacement, even though the shower sits in the same alcove.

How the permits fit together

On Fairfax County's residential addition/alteration page, interior alterations are listed with and without structural changes. Applications go through the county's online PLUS portal. Electrical, plumbing and mechanical permits can be issued as separate permits linked to the main building permit, and inspections happen at stages of construction.

Who should pull the permit

The county allows property owners to obtain permits in their own name, but strongly recommends that a properly licensed contractor pull them as the responsible party. For work in our scope, Bathroom Brigade pulls the permits under Kenney Construction's Virginia license.

Condos follow a different path

The county's residential alteration permits apply to detached one- or two-family homes and townhouses. Its permit library says apartment buildings and condos are considered commercial under the building code and need commercial building permits. If your Reston bathroom is in a condo building, plan for that, and expect your condo association to have its own approval as well.

Inspections shape the schedule

Rough-in inspections happen while walls and floors are still open, so the crew cannot close up until they pass. That is one reason a permitted remodel is sequenced carefully. We build inspections into the plan rather than treating them as an interruption.
